Response of the European Commission to the “My Voice, My Choice” Initiative

On 26 February 2026, the European Commission presented its formal response to the European Citizens’ Initiative “My Voice, My Choice: For Safe and Accessible Abortion,” which was supported by more than 1.2 million citizens across 19 Member States.

In its communication, the Commission clarifies that existing EU funding instruments may be used by Member States, on a voluntary basis and in accordance with national law, to support access to safe abortion, in particular through the European Social Fund Plus (ESF+). Furthermore, the Commission emphasizes that Member States may allocate their ESF+ resources for this purpose and, where necessary, amend their national or regional ESF+ programmes accordingly to include such measures within their priorities.
